East Anglia TWO and ONE North Offshore Windfarms Project Update
Development Consent Orders were awarded to East Anglia TWO and East Anglia ONE North Offshore Windfarms at the end of March. ScottishPower Renewables is continuing to make preparations for the delivery of these projects in accordance with the commitments made during the Examination process.  

Activity on site for the remainder of 2022 will be minimal and limited to non-intrusive walkover surveys that are required to be done at certain times of the year. 

We understand that communities are keen to hear more about the projects and we can assure you that we are committed to providing as much information as possible and to working with you as we move forward with the development of these projects.

ScottishPower Renewables notes the Secretary of State’s decisions to consent the East Anglia ONE North and East Anglia TWO offshore windfarm projects. We are assessing the detail of the decisions and will be able to provide more information relating to the programme of works once this is complete.  
 
A number of onshore preparation works may take place over the coming months and information relating to these will be provided in due course.

Notes on Suffolk County Council Energy Briefing April 2022

Decision on EA1N and EA2

  1. On March 31st, the Secretary of State granted Development Consent Orders (CDO) for EA1N and EA2.

  2. The county council will be discharging the requirements under these DCOs in respect of archaeology, highways, public rights of way and floods. 

  3. There is a six-week period for a judicial review which will go into the process – the last day for a judicial review application is May 13th.

  4. In terms of the DCOs application, EA1N has been slightly ‘trimmed’ due to impact on bird populations. We are now in the process of trying to work out a system of discharging the requirements. 

  5. Construction will begin as soon as possible – EA1 is already up and running albeit with issues concerning cable depths. 

  6. Scottish power has noted they expect a judicial review. 

  7. It was noted that the grounds for a judicial review are not entirely solid, and there has not been a fundamental failure of process. It was however noted that there could be some tenuous grounds that could be explored, but nothing that would seriously alter the DCO. 

  8. Richard noted that we has committed to publish the commitments/requirements online for parish councils to access.

SPR archaeology contractor Headland are planning to do the short walkover survey by the Hundred River on 30th March, 2022.  This is the completion of a survey started in 2019 and is non-intrusive.

A documentary film maker ZeroGravity Films https://zerogravityfilms.com recently visited the Suffolk coast and were shocked by the plans for multiple energy projects in our rural area with its fragile coastline. 
They have produced a short film with contributions from a variety of members of the local community.

River Hundred Walkover Survey w/c 28th February, 2022

Two personnel from ScottishPower Renewables’ contractor Headland Archaeology will be conducting a walkover survey in the vicinity of The Hundred River next week.  The survey is being undertaken at the request of Suffolk County Council Archaeology Service (SCCAS) and is the completion of a survey that commenced in 2019. 

This is a non-intrusive survey that is required to be undertaken at this time of year before new vegetation growth and the bird nesting season and will last approximately two hours.

The Secretary of State (SoS) for Business, Energy and Industrial Strategy has requested information (PDF, 161KB) from the Applicant, Suffolk County Council, Natural England, the Marine Management Organisation and all other Interested Parties. The deadline for responses to this second round of consultation and comments on responses to the SoS first round of consultation is 23.59 pm on 31 January 2022.

The SoS has set a new deadline for the Decision to be made on this application which is 31 March 2022.

East Anglia HUB, COP26 and the race to Net Zero


Hear from Ross Ovens, project director for ScottishPower Renewables’ £6.5 billion East Anglia Hub, about how the East Anglian windfarms will make a big contribution towards the fight against climate change.

World leaders are meeting in Glasgow at the end of the month to explore how to address the global climate emergency at COP26, the spotlight will be on clean green energy for homes, businesses, and industry.

With the ambition of every home to be powered by offshore wind by 2030 – that means offshore turbines keeping the lights on in 30 million homes within nine years. And we can only achieve this plan by shaping the right infrastructure now.

As well as generating enough green electricity to power 2.7 million homes the ScottishPower Renewables East Anglia windfarms also bring community, employment and skills benefits.

East Anglia ONE North and TWO Examination Closed

SPR is pleased to confirm that the Development Consent Order (DCO) Examinations for the East Anglia TWO and East Anglia ONE North Offshore windfarms were completed at 23:59 on 6 July 2021.

We would like to take this opportunity to thank all statutory consultees and members of the public who have contributed to the Examinations through the various Open Floor Hearings, Compulsory Acquisition Hearings and Issue Specific Hearings, and through their written submissions.

In particular, we wish to thank East Suffolk Council and Suffolk County Council, who have assisted in moving forward matters raised at the Examinations in a constructive manner, and various community groups and Parish Councils for their participation throughout the Examinations.

Through the Examinations, SPR has been able to deliver a number of improvements to the Projects which will further reduce their environmental impact, such as a commitment to install ducting for both projects during construction of the first project, reducing construction impacts; reductions in received noise levels; reductions in the onshore substation footprints; and development of a comprehensive set of design principles which will seek to further reduce the environmental impact of the Projects through the detailed design stage.

SPR look forward to what we hope is a positive decision by the Secretary of State by 6 January 2022, which will pave the way for the delivery of these important offshore wind farm projects.

Examination Process - Latest Updates
On 9 February, a Rule 8(3) Letter was published by the Planning Inspectorate, giving details of changes to the Examination Timetable and notification for events to be held in March 2021.


The additional Hearings have been confirmed as below:
  • Time is reserved for Open Floor Hearing 8 (OFH8), should any additional Affected Person request to be heard under Regulation 16 of the Infrastructure Planning (Compulsory Acquisition) Regulations 2010 (CA Regulations), on 8 March 2021. If no such requests are made, then this hearing will not proceed;
  • Issue Specific Hearing 10 (ISH10) into Health and Wellbeing Assessment, on 9 March 2021;
  • Issue Specific Hearing 11 (ISH11) into Flood Risk and Drainage on 10 March 2021;
  • Issue Specific Hearing 12 (ISH12) into Noise, on 11 March 2021;

Examination Process - Latest UpdatesAdditional Land Material Change Consultation for East Anglia ONE North and East Anglia TWO
On 19 November 2020 the Secretary of State accepted a request for the DCO to include authorisation for the compulsory acquisition of interests in and rights over additional land for East Anglia ONE North and East Anglia TWO ('the Proposed Provisions').

As of 7 December 2020, we are holding a public consultation under Regulation 7 of the Compulsory Planning Acquisition. 

Proposed Changes

The Additional Land included within the Proposed Provision is required as a result of continued refinement of the project and ongoing consultation with landowners and stakeholders and to support achieving works that address concerns.

East Anglia TWO and ONE North Rule 8 Letter Published

On Monday 12 October the Examining Authority published the Rule 8 Letter providing final details of the examination process.

The Rule 8 Letter confirms:

  • The Examination Timetable finalised in response to requests made.
  • An additional opportunity for Interested Parties without access to digital technology to identify circumstances for consideration.
  • All Interested Parties are now invited to submit written representations identifying concerns and/or support.
  • Examining Authority Written Questions about the application and representations received so far.
  • The addition of further Open Floor Hearings on 5 and 6 November 2020.
  • The first Issue Specific and Compulsory Acquisition Hearings in the week commencing 30 November 2020.

The Examining Authority has now published the detailed Agenda for Part 1 of the Preliminary Meeting.

The first part of the meeting will open at 10.00 on Wednesday 16 September 2020. Instructions for those who have requested to participate in the Preliminary Meeting have been sent. For those wishing to observe in real time, please use the following link to the livestream held on the Examining Authorties website

Information for further Meetings will also be available via the Examinaning Authorities website in due course. 

There is opportunity for those observing the Preliminary Meeting to provide any written responses to matters raised at the Preliminary Meeting by Procedural Deadline C (29 September 2020).

Open Floor Hearing Involvement Form now available
The Rule 6 letter, re-published on 16 July, notified all Interested Parties of the Open Floor Hearings (OFHs) scheduled from 7-9 October 2020.  

Interested Parties wishing to participate in these events must complete an OFH Involvement Form, now available on The Examining Authority’s website, by 9 September 2020.  This form allows you to request to be heard at the first round of OFHs, details and times of which are listed below. The Examining Authority will try to accommodate all Interested Parties’ preferred dates and times for the first round of OFHs. However if this is not possible, there will be a further opportunity to request to be heard at the future OFHs by Deadline 1.

Due to Coronavirus public health restrictions, the first round of OFHs will be held as virtual events.  Registering in advance for OFH1, 2 & 3 using this form will ensure that the correct Joining Instructions are sent to you before the event. You do not need to register separately for Open Floor Hearings 1 A, 2 A & 3A, these are reserved hearings that will only proceed if participation in one or more of OFH1, 2 &/or 3 are affected by disruption or adjournment.  If they are not required, they will be cancelled.  Please refer to The Examining Authority’s website for details. 

The first round of OFHs for East Anglia ONE North will take place as follows:

On 16 July, The Planning Inspectorate re-published the Rule 6 Letter, giving notification of the Preliminary Meeting along with the draft Examination Timetable and Initial Assessment of Principle Issues. This replaces the Rule 6 letter published on the 21 February 2020. 

The East Anglia TWO Preliminary Meeting will take place on: 

  • Date: Wednesday 16 September 2020, 17 September 2020 (if required) and Tuesday 6 October 2020 (if required). 
  • Meeting begins: 10.00am.
  • The meeting is to be a virtual event which will be live streamed and recorded for online viewing after the event. Further details can be found in an updated Frequently Asked Questions (FAQ)

Our Coronavirus Response – We're here for you

The last few months have been a challenging time for everyone and we applaud the adjustments, contributions and amazing support people and businesses have been providing.

ScottishPower Renewables has adhered to government guidelines to minimise the impact of COVID-19 and maintain the safety of employees, contractors and the wider population, and will continue to do so as we look to ease ourselves out of lockdown.

All over the country ScottishPower teams have been working hard to maintain the energy supply to keep the country running. We’ve provided much needed equipment to keep essential services and supplies flowing and protective clothing to support the remarkable efforts to keep us all safe.

This includes our own East Anglia ONE offshore team in Lowestoft, Suffolk, who have donated crucial personal protective equipment in the form of coveralls, gloves and antibacterial hand wipes to local A&E hospital, The James Paget. Chief Executive, Anna Hills, said: “As you can imagine the additional pressures experienced during these unprecedented times impact staff health and wellbeing and kind gestures such as this are very much appreciated.”

The Examining Authorities (ExAs) for the East Anglia ONE North and East Anglia TWO offshore windfarm applications have issued a Procedural Decision in respect of draft submissions and are inviting representations on how hearings might be held. 

These representations should be provided as responses to an online questionnaire by 5pm 11 June 2020.

East Anglia ONE North Preliminary Meeting and Hearings Postponed

The Preliminary Meeting and Hearings due to be held 24 – 26 March 2020 have been postponed in light of the current public health situation surrounding coronavirus (COVID-19).

Please see the Examining Authority’s (ExA’s) procedural decision to postpone the Preliminary Meeting (PM) and Hearings for further information.

We are not yet in a position to identify a revised timeline. Updates will be announced shortly.

ScottishPower Renewables Investment in Skills and Employment

Our East Anglia ONE Project has promoted skills in the wind industry across the region through initiatives such as the Offshore Wind Skills Centre and the Skills for Energy Working Group. To do this we work with regional partners of the New Anglia Local Enterprise Partnership and the East of England Energy Group. 

We’ve gone into schools, supported offshore wind specialist courses at Great Yarmouth and Lowestoft’s East Coast College and sponsored post-graduate degrees at the University of East Anglia. 

This is typical of the type of investment we hope to continue promoting in the local area with our new East Anglia Hub which brings together East Anglia ONE North, TWO and THREE projects into one combined procurement and delivery programme.

An opportunity to make your representations to the Planning Inspectorate is now available and must be made by 27 January 2020. 

Any representations (giving notice of any interest in or objection to the Application) must be made on the Planning Inspectorate’s Registration and Relevant Representation Formwhich can be accessed and completed online via the links below or can be obtained from the Planning Inspectorate by telephoning 0303 444 5000.

Applications accepted and windfarms to be taken forward under new strategy

ScottishPower Renewables is pleased to confirm that the Development Consent Order (DCO) applications for the East Anglia TWO and East Anglia ONE North offshore windfarms have been accepted for examination by the Planning Inspectorate.

The separate applications were submitted in October 2019 after extensive baseline surveys, design development and consultation with a range of stakeholders, including local authorities, councils and local communities. Copies of the submission documents for each project can be viewed on the Planning Inspectorate’s website:

East Anglia TWO Application Submitted 
East Anglia TWO Offshore Windfarm Ltd submitted its application for Development Consent to the Planning Inspectorate on 25 October 2019. 

The Planning Inspectorate has taken a decision to publish the application documents on submission, a link to which will be provided once these documents are live on their website.

Hard copies of these documents will be deposited in a number of locations in Suffolk on acceptance of the application. We will provide further information on when and where these documents will be available closer to the time.
EA1 O&M Building
The submission follows hard on the heels of the opening of ScottishPower Renewables’ new Operations and Maintenance Base in Lowestoft on 18 October. The state-of-the-art building will support the day-to-day operations of the East Anglia ONE offshore windfarm, the first of four offshore windfarms ScottishPower Renewables is developing in the region, with marine co-ordination, specialist offices and warehousing.

Up to 100 full-time employees, including skilled engineers and technicians, will be located at the site for the 30-year lifespan of the windfarm. The site is already a hive of activity welcoming hundreds of contractors and supply chain operators, contributing substantially to the local economy.

Charlie Jordan, ScottishPower Renewables’ Project Director for East Anglia ONE, said: “It’s not just the base of operations for the windfarm, but a symbol of our long-term commitment to the region and our drive to grow the offshore wind industry in Lowestoft and East Anglia.”

This is one of a series of milestones achieved recently for ScottishPower Renewables and East Anglia ONE as the project approaches completion, with the windfarm successfully producing first power on 12 September 2019.

East Anglia TWO and East Anglia ONE North Planning Process Community Briefing

ScottishPower Renewables is hosting a community briefing to explain what happens once we have submitted our applications for  Development Consent Orders for East Anglia TWO and East Anglia ONE North.  
 

Planning experts Gideon Amos, a former Lead Examiner with the Planning Inspectorate, and Chartered Town Planner Ruth Jackson, will give a presentation and will be available to answer questions on the planning process.

The briefing will take place at 6pm on Thursday 12th September at the Sizewell Sports and Social Club and will be expected to last approximately two hours.

Please note, this is not a project briefing or an opportunity to ask questions about East Anglia TWO and East Anglia ONE North, it is a briefing about the specific planning process applicable to the two projects.

ScottishPower Renewables' final phase of pre-application consultation finished in March 2019. Since that time we have been reviewing feedback received, alongside working closely with the local authorities and statutory stakeholders to refine our proposals. 

Engaging with the local community is important to us and provides valuable insight to inform the development of our plans. We are pleased to share with you the first phase of updates to our proposals following this engagement.

ScottishPower Renewables would like to thank all those who took part in our Phase 4 Consultation on the proposed East Anglia TWO Offshore Windfarm.

The consultation saw extensive engagement with stakeholders, including local councils, residents and community groups and included 13 Public Information Days held at a range of locations across Suffolk, allowing people to discover more information on the proposals and speak to a range of technical specialists about the projects.

ScottishPower Renewables is now collating and reviewing the feedback received, to finalise our plans before submitting a Development Consent Order application for the project to the Government in October 2019.

David Walker, Development Director at ScottishPower Renewables, said: “We would like to thank everyone who provided feedback and attended our events throughout what has been a productive consultation period.

“We have received over 500 consultation responses, with key themes including traffic and transport, construction timetables and the impacts of our proposed substations. Every response is carefully reviewed and considered. Where possible suggestions will be taken into account and will help to shape our plans before submission.

“Our East Anglia TWO and East Anglia ONE North offshore windfarms could deliver significant economic benefits to the region, providing work for local businesses and lasting training and employment opportunities for residents. We are also looking at developing a community funding scheme to benefit the areas in which we will be working.”

The end of the consultation period follows the launch of the new joint government-industry Offshore Wind Sector Deal, which will see offshore wind reach the connected capacity of 30GW and deliver one-third of the UK’s electricity by 2030. It is also expected that the number of jobs in the industry will rise to 27,000 under the new deal, with 6,000 of these predicted to be in the East.

Phase 4 Consultation

ScottishPower Renewables Phase 4 Consultation for East Anglia ONE North will take place in early 2019. 

This consultation phase will be based around a draft Environmental Statement which will set out the proposed infrastructure and its likely potential environmental impacts. The site selection chapter will set out the reasons for SPR’s choice of substation sites, taking into account the environmental, social and economic effects and including, where relevant, technical and commercial feasibility.

As part of this consultation phase we will hold a series of Public Information Days where experts will be on hand to discuss with you the projects impact and proposed mitigation options. You can register your interest to receive further updates here.

ScottishPower Renewables Phase 3.5 Consultation extended for two weeks.

 

"After listening to feedback from local authorities and residents, we have decided to extend the Phase 3.5 consultation period by a further two weeks, to the 12 November 2018. As a responsible developer, we go above and beyond statutory requirements, carrying out effective stakeholder engagement to ensure we obtain and consider as much feedback as possible."

During this phase of consultation, we have hosted four public meetings, posted consultation documents and feedback forms to 16,000 homes across the onshore search area and made documents available at a range of public buildings. We hope that through extending the consultation period as many people as possible will provide feedback on the proposals, which will be fully considered in the assessment process.

EA1N and EA2 Offshore Wind Farms – Community Consultation Phase Three
 
Following the publication of the ‘Approach to Site Selection’ and the details of the Landfall refined area of search, the onshore cable corridor refined area of search and the substation refined area of search, published in the Community Consultation Phase Three documentation, we still believe the only acceptable location for the substations is as stated previously in our response to the Stage One Statutory Consultation on the 11th April (see attached) for a single energy hub to be located at Sizewell. We are in full agreement with SCC, SCDC and the involved Town and Parish Councils who all believe that a holistic approach should be taken to include all the energy delivery projects that are proposed for this area. They are currently East Anglia One North and East Anglia Two Windfarms, Nautilus and Eurolink interconnectors and Sizewell C Nuclear Power Station. They should all be accommodated in one location adjacent to the existing Nuclear Power Stations of Sizewell A and Sizewell B, creating a single integrated energy hub that is capable of accommodating the infrastructure required for all the projects.
 
We ask that SPR participate with an open mind in the discussions which are striving to bring some joined up thinking to the situation and to find an outcome which is most appropriate for the long term sustainability of this area and its contribution to the energy coast.
 
It is also likely that a number of these projects will be delivered at the same time, therefore, it is essential that any mitigation measures recognise the impacts of not only of the individual projects but also of the combined impacts that will be experienced over their construction and operational periods.
 
As with the mitigation, amelioration measures put in place to compensate the affected communities for the disruption during construction and the ongoing impacts of operation should be considered holistically, it is essential to include all the projects in order to maximise the benefits that can be delivered.
 
Regardless of the location of the substations, the landfall for the offshore cables is indicated to be just to the north of Thorpeness. It is our understanding that a significant area of land will be required to carry out the major works at this location, requiring a large amount of manpower, plant and materials. We are concerned by the potential disruption that will be caused by these works over an extended period of time, which will only be exacerbated if the interconnector cables also come ashore at this point. It is therefore essential we have further discussions to better understand what is proposed for this location and how the impacts of the work will be mitigated, including those to the environment including the SSSI, road traffic disruption, noise, dust and light pollution. Also, we need to know how site restoration and long term amelioration measures will be put in place to compensate the parish for having to suffer these works. These could be in the form of coastal defences, improvement to the heathland and road improvements to the B1353 Thorpe Road including the provision of a cycle/footpath.
 
We note that the field adjacent to the B1353 Thorpe road, between the Thorpeness Almshouses and The Pavilion is shown as possibly being required for the works. The Almshouses provide homes for infirm and elderly residents who would find the disruption particularly hard to bear.  In addition, this Field has been identified as a possible exception site to accommodate affordable housing for the village. It is also an extremely dangerous location to gain access to Thorpe Road. If access is required from the B1353 Thorpe Road to the cable Landfall site, then further discussion is required to identify a more appropriate location.
 
The B1315 east of Aldringham crossroads to Thorpeness is also a concern. Although it is just wide enough to accommodate most traffic, there is also a very hazarders section where it crosses the old railway line and were golfers cross the road, there have been numerous accidents at this point over the years and any additional construction traffic would be of major concern. The road is used extensively by cyclists and some walkers and therefore poses a different set of dangers, which would only be made worse by increased use, particularly by larger vehicles.
 
If the location of the substations remains west of the B1122 then we also require further discussion on the impact of the road crossings required and how the traffic will be handled in the area. A particular concern is the pinch point across the B1122 to the south of Aldringham Court, a listed building of local and historical importance, where it is essential that works are carried out in the best way to preserve as much of its character as possible whilst ensuring minimum traffic disruption though the village of Aldringham. The B1353 Aldringham Lane to the west of Aldringham crossroads already suffers from side erosion due to being very narrow, it also has a very restricted width at the west end junction to the B1069 at Coldfair Green onto the B1353 and at the east end as it comes down Mill Hill towards the Parrot and Punchbowl. This lane is already a concern for residents owing to its use by numerous large agricultural vehicles and increasing commercial traffic that already cause many problems made worse with the increasing traffic flow we are seeing from new housing in Leiston.
 
This part of the coast has a high number of visitors and the local tourist industry makes a significant contribution to the local economy, therefore it is important that disruption to visitors is kept to a minimum and they are not discouraged from visiting the area. It is also essential that access to the coastal strip and the numerous footpaths across this part of the AONB and beyond are kept open and available to both residents and tourists who make extensive use of them.
 
In light of the above we would like an early meeting to discuss more fully the issues and concerns we have identified.

Community Consultation Phase 3

Phase 3 of our community consultation takes place from 16th May until 28th August, 31 days after our last planned Public Information Day (PID). We would like to invite you to our next round of PID events so we can consult with your on this area and obtain your feedback.

The key focus of Phase 3 will be to consult on our Indicative Onshore Development Area, which can be found here . In particular we would welcome your views on any mitigation that may be required.

Material for these PID events will be published on our website on the 28th of June. We will post a PID feedback questionnaire on the website and this will be available to download and send to us. This feedback can be sent up to the close of the Phase 3 Consultation on the 28th of August. The feedback questionnaire will also be available on the day at each of the PID events

We will be liaising with local parish councils in the build up to the PID events and we encourage you to attend these briefing sessions to ensure you are well informed throughout the Phase 3 Consultation. Further information on these parish council briefings can be found within the flow chart and video below.

EAST ANGLIA ONE NORTH and EAST ANGLIA TWO ScottishPower Renewables (SPR) has been planning the delivery of two new offshore wind farm projects in the East Anglia zone, called East Anglia ONE North and East Anglia TWO.

 What we know

Onshore in this area, there will be:-

  • A National Grid substation:  325m (approximately one quarter-mile) x 140m (150yd) x 13m (40ft) high
  • Two connection substations: Each 190m (200yd) x 190m (200yd) x 21m (69ft) high, and each with 18m (60ft) external equipment
  • Underground cabling which will occupy a swathe of land 50m (55 yards) wide
  •  The location of the substations has not yet been defined. 
  • The offshore cabling is to reach shore at a place (not yet announced) on the coast between Sizewell and Thorpeness. 
  •  An “Onshore study area” for determining where to locate substations and cabling has been drawn south of Leiston, stretching from Sizewell and past Knodishall. 
  •  A significant part of the Parish of  Aldringham-cum-Thorpe lies within the Study Area (except Thorpeness, The Meare, The Fens and some land to the south of the Parish up to the boundary with Knodishall)
  • Land owners may be required to release land for the cable tranche and/or substations. 
  •  Savills has been appointed as land agents to support SPR.  
  • Onshore environmental surveys are due to commence during the Spring 2018, following selection of a preferred cable route.  The SPR team will also be undertaking initial site surveys to identify potentially sensitive species and habitats and to generally understand the area better.
  • There was a SPR Information Day held in Leiston on 31st October, 2017.
  •  The Parish Council hosted SPR at its regular meeting on 27th November, 2017.

Next Steps

SPR intends to hold further events in June and November of this year. At these events summary material will be provided regarding the nature of the projects and its approach to development and assessment of impacts as the projects are developed throughout the year. Further information on its consultation plans will be published in late February in what is known as a Statement of Community Consultation.
